STRATEGI PENINGKATAN PENERIMAAN RETRIBUSI SAMPAH RUMAH TANGGA SEBAGAI SUMBER PAD DI WILAYAH KECAMATAN MANGGALA KOTA MAKASSAR

NURHIKMAH. 2022. The Strategies for Increasing the Receipt of Household
Waste Retribution as a Source of PAD in the Manggala District, Makassar City,
was guided by H. Muh. Said and Ahmad Firman. This study aims to analyze the
factors that influence the potential for user fees, the strategies that can be used to
increase PAD revenue through household waste fees in the Manggala district and
analyze the contributions of household waste fees to PAD in the Manggala district.

This study uses a qualitative descriptive method, carried out in the District of
Manggala in particular to look at the factors that affect the acceptance of the waste
levy and the strategy to increase the retribution for household waste. Data
collection was done by using interview, observation, and documentation methods.
The collection of materials through direct sources or through existing literature is
then carried out in-depth analysis using the triangulation method. Descriptive
analysis aims to describe in detail the data obtained from various sources to
achieve research objectives.

The results of the study indicate that there are several factors that influence the
receipt of retribution for waste in the Manggala sub-district, namely public
awareness, quality of service level, ability to pay, levy rates, human resources of
officers, availability of facilities and infrastructure, weak regulations. To overcome
these problems, an optimal strategy is needed to increase the receipt of retribution
for household waste, namely providing understanding to the
community/socialization, revision of regulations that are easy to implement,
improving waste facilities and infrastructure, improving human resource
performance and services, counseling and law enforcement, incentives and
disincentives for reducing waste and digitizing waste retribution collection. The
ratio of the contribution of waste retribution in Manggala District is still in the very
low criteria.
